Not sure how to answer your second question. The crew have plenty of things to keep them busy, they are not there as security personnel. Personally I believe that safety is the responsibility of the traveler. If you are concerned about a camera, don't leave it out, passports, lock them in the cabin safe etc. As for personal safety, I would say they are pretty darn safe and I haven't been on a cruise yet where the Captain's first concern wasn't the safety of his passengers, most would rather skip a port than risk the safety of the ship and passengers by trying to dock in bad weather etc.
