Frustrated by Cyclists

I am a pedestrian by choice but have been a cyclist and a motorist in the past and it frustrates me no end when I see bicycles riding on the sidewalks. Last I check sidewalk has the word WALK in it indicating that you should be propelled by 2 feet and a heartbeat not RIDING along nearly hitting those on foot.
These are the rules I was taught many moons ago as a child with my first bike:
RULE: YIELD TO PEDESTRIANS OR OTHER VEHICLES ALREADY ON THE ROADWAY.
RULE: RIDE IN THE SAME DIRECTION AS THE FLOW OF TRAFFIC.
*******RULE: DON'T RIDE ON THE SIDEWALK.********
RULE: OBEY ALL TRAFFIC SIGNALS AND SIGNS.
RULE: YIELD BEFORE TURNING OR MOVING TO THE LEFT SIDE OF YOUR LANE OF TRAVEL.
RULE: ALWAYS USE HAND SIGNALS.
They aren't hard and I used these rules from the time I was about 8 (when I first learned to ride without training wheels somewhere other than my driveway) until I stopped riding about 4 years ago as I was too cheap to buy a new bike when mine was beyond repair.
I am just frustrated with my city and their lack of enforcing these rules. I was clipped today on the arm by a cyclist who refused to get off the sidewalk but I was not going to move out of my lane of travel either as I was using the sidewalk for it's intended purpose. I know really my own fault for getting clipped. It took a great deal of will power not to shove the bicyclist off the sidewalk and into the bike lane that was literally right there and very well marked. Maybe I'm just getting old and bitter....LOL.
